Ms. Rooney is currently the Director, Financial Literacy and Consumer Education with the Financial Consumer Agency of Canada (FCAC). As Director, she is accountable for directing and implementing two national, separately funded programs centred on education; financial literacy and consumer education. Ms. Rooney is also a member of a number of committees both domestically and internationally related to financial literacy, including the OECDís Financial Education Network and Canadaís National Steering Committee on Financial Literacy.
As a new program that commenced in 2007, FCAC's Financial Literacy initiatives have centred on youth, and specifically providing in-school opportunities to increase knowledge of financial matters. Since then FCAC has expanded its program to provide other audiences with the tools needed to help them increase their financial life skills.
The consumer education program is intended to empower consumers to make informed choices about financial products and services through awareness of consumer rights and the obligations of financial institutions under provisions applicable to them.
Ms. Rooney has been with FCAC for more than seven years and has held a variety of positions. Prior to serving as Senior Advisor to the Commissioner, she headed up the Consumer Education unit and before that was Manager, Consumer Services. She undertook research and analysis on various domestic and international issues related to consumer trends and developments. She also contributed to the identification of key consumer and marketplace issues affecting consumers of financial products and services in Canada.
Before joining FCAC, Ms. Rooney was a Policy Analyst with the Canadian Payments Association, the organization that developed and operates the Canadian payments system. In that capacity, Ms. Rooney participated on various domestic committees that examined emerging payments policy issues. In addition, she represented the CPA at the U.S.A.ís National Automated Clearing House Associationís (NACHA) Internet Council whose aim is to facilitate global electronic commerce by enabling people to transact secure payments over open networks.
Ms. Rooney holds a Bachelor of Arts degree in Economics from Carleton University.
